摘要：在幅员辽阔的多民族国家内部，长期维系的大一统帝国形态具有典型的结构刚性，形塑出多元融汇的华夏文明与家国同构的宗法制传统；在实际的权力运作与政策执行中，应然的央地及国民关系充分地浸润于在地场景而发生了结构分化与再生产，地方“权宜”地截取与执行“一刀切下”的某些片断，进而带来“过程软化刚性”的实效。这为建国后特别是改革以来总体性结构中持续的制度供给及地方治理创新提供了合法性来源。市场嵌入和经济转轨后，由开放促改革的范式概未脱离既有路径，转型社会因循一元化管理与即时性治理互嵌的逻辑，“自上而下”的制度刚性与“自下而上”的运作弹性交织并构。这是“变中之未变”与“恒常在场”，亦即“社会底蕴”。

——Source Exploring of "Social Ground”

Abstract: Inside the vast multinational country, there have maintained a long-term and unified empire with its typical structural rigidity, shaping the multivariate civilization of Huaxia, the tradition of patriarchal clan system and home state countries. In process of power operation and policy implementation, the position of the central and local government, the relationship between state and individuals, are both fully immersed in localized scenes, later all these structure are reproduced. Ultimately, some expedient policy are captured and executed by local governments. It further brings the actual effect of "process to soften the inflexibility", which provides legitimacy for continuing system supply and local governance innovation in overall structure after the founding of the PRC, especially after the reform and opening-up. Since China introduced market-oriented economy, the paradigm which takes advantage of opening-up to promote reform, has not been out of the existing path. It has been following the embedded logic between unified management and just-in-time governance in transitional society. It also means the mixed structure, system rigidity of “top-down” and flexible operation of “bottom-up” is shaping the other, and has been in restructure and recombinant. This is unchangeable in the "change" and stable “constant presence”, in other words, it is "social ground”of China.
